personnel on short notice, Handon has developed a
large network of consultants and associates from which
to draw.
The work-experience summaries that follow provide
the professional histories of both Mr. Handon and
a sample of the skilled, experienced, certified construction
crew members that Handon Services employs:
Mark Handon, President
Mr. Handon is a certified deep-sea diver, with more
than 20 years of commercial diving and welding experience.
He obtained a commercial license from the Diver's
Academy of the Eastern Seaboard in 1979 with SCUBA
PADI certification. His areas of concentrated study
include advanced open water diving, mixed gas HEO2
diving, scuba diving, underwater photography, underwater
welding and airlifting, and offshore underwater demolition
theory.
Subsequent areas of specialization include underwater
construction, salvage and recovery, shipwreck diving,
and dark water diving. In addition to his early assignments
with the U.S. Army Corps of Engineers and PEPCO, Mr.
Handon has performed underwater construction, salvage,
inspection, photography, and recovery for than 20
Federal and private-sector clients, including the
Baltimore Gas and Electric power plant and the U.
S. Coast Guard Training Center. He has completed an
underwater bridge inspector's training course through
New Mexico State University, s Engineering Department
and the American Welding Society.
Baljit Singh Aulakh
Mr. Aulakh has 20 years of experience in construction
with extensive knowledge of both mechanical and electrical
work of all types. In addition to his design/construction
expertise, he has a Master license in plumbing and
HVAC and is a Certified Gas Fitter. He has worked
in all facets of local, state, and federal government
projects, including project management. Mr. Aulakh
holds an engineering degree form Catholic University.
Mauricio Benitez
Mr. Benitez has more than 20 years experience in the
construction industry and is an experienced project
superintendant. His special expertise includes heavy
equipment operation and electrical work.
Frank Bertinez
Mr. Bertinez has more than 15 years of experience
in all phases of construction, including plumbing
and HVAC work. He holds a Master license in HVAC as
well as certifications in both Sheet Metal Mechanics
and Refridgeration Mechanics.
John Christenson
Mr. Christenson has 18 years of professional diving
experience in the United States and internationally.
His work has included both construction and inspection
of all types of marine structures such as bridge,
power plants, pier, bulkheads, pipelines, and platforms.
He is expert in underwater construction and inspection
of concrete, steel, timber, masonry, and coatings.
Mr. Christenson is also a certified welder, has worked
on scour expeditions, and has undertaken larger and
small salvage projects. Mr. Christenson is a graduate
of the Diver's Academy of the Eastern Seaboard and
is registered commercial diver and underwater bridge
inspector.
Harold Jay Goodman, PE
He holds PADI certification in advanced open water
diving and has completed an underwater bridge inspector's
training course through New Mexico State University'
Civil Engineering Department. Mr. Goodman is a current
member of the Consulting Engineers Council of Metropolitan
Washington (ACEC).
Raymond Mateer, PE
Mr. Mateer is a civil and structural professional
engineer with specific expertise in underwater design,
construction, and inspection. He holds a B. S. in
civil engineering from Villanova University and a
number of certifications and licenses, including a
U. S. Coast Guard Captain's License, professional
engineering and planning licenses, SCUBA certification,
and ACI certification in both concrete testing and
concrete construction inspection.
In addition, Mr. Mateer is specially trained in construction
site safety, submarine power cable design and installation,
concrete repair and rehabilitation, and underwater
inspection of bridges and pipelines. Mr. Mateer is
a member of the American Society of Civil Engineers
and the National Association of Marine Contractors
and Operators.
Edward Motter, PE
Mr. Motter is a marine engineering consultant with
more than 30 years’ experience in the US ship
repair business. He has worked in all areas of senior
level management of shipyards, ship repair companies,
and Government and commercial layberth contract operations.
His experience includes project management of four
simultaneous Federal layberth contracts in three discrete
ports. Mr. Motter is an active member of the Society
of Naval Architects and Marine Engineers and the American
Association of Port Authorities. He hold a Bachelors
degree in Electrical Engineering from Georgia Institute
of Technology.
Bruce Orr
Mr. Orr is an experienced diver, tender diver, and
rigger. He has worked for more than 20 years as a
certified scuba diver and more than 15 years as a
certified commercial diver. His responsibilities have
included underwater construction and repair, underwater
burning and welding, marine salvage, bridge construction,
and underwater
inspection.
Mr. Orr is a graduate of the Divers Academy of the
Eastern Seaboard, is NASDS certified, and has taken
classes in advanced life saving and water safety at
the American Red Cross.
